Yes it is an argument against them doing it, but whether they will listen is
another matter,

Arguments against wasting public money should be heard. In any other context
it would be called business justification.  

In fact there are probably better areas to focus spending that would have
better longevity in maintaining intercept capabilities.  This dragnet is
just a waste of public money and since it will become ineffective over time
anyway in combating terrorism and serious crime the privacy/rights issues
(proportionality) become significant.
