Conversely though, the "investigation" could begin before you got any
shots likely to embarrass at some future point (such as several
"protesters" getting out of the back of a marked police van to go mingle
with the crowds and shout insults at their colleagues still in uniform)
and continue until no practical reason to take pictures remained.
