What's interesting is that it appears (I have a Co-op card too) that not 
all merchants' transactions are diverted via this extra step. Does that 
mean that the merchants where it does appear, are regarded as less 
trustworthy by the Co-op? (And as some are household names, that's a bit 
worrying).

To the OP: Co-op did communicate this new scheme to me, I think in a 
letter, so it wasn't a complete surprise when I first saw it happening 
online. But I share much of your surprise about the apparent phishiness 
of the whole thing.
