ISTM that dumping their responsiblities on customers is the real 
objective of the banks with this scam, as it has been with other scams.

Some of them do allow information set by the individual to be set into 
the thing, together with a separate password. However, the enrollment 
process is bogus as it involves information a criminal would have. Even 
worse, by spreading this information further they make life easier for 
criminals. Banks are not interested in making life easier for 
criminals, provided they can try and dump responsibility on customers.
