What are the security risks in Barclaycard OnePulse?

Why would they use those oyster contraptions when cheaper magnetic 
stripe tickets are available (at least at the moment)? It seems a no-
brainer to me.

Can one of these oyster contraptions be loaded with money by using 
cash, as one can do with a mobile telephone [1]? If so then it is less 
objectionable.

[1] I assume that one can be purchased with cash, like a mobile phone, 
at the sort of outlets listed at

I know that the Evil Empire has made noises about forcing people to 
provide address information when buying telephones. I must memorise the 
Home Office address in London for such claptrap, or the BBC tax offices 
in Bristol. I wonder when they will demand people provide such 
information when purchasing other electrical items, such as hair 
driers.
