That is not an advantage inherent in such cards, rather it is a
political decision by the operator.
Given that the system for collecting cash already existed one could
argue that it is logical that those wanting to use such cards should
pay more, to pay for the expensive new gadgets the card system
involves. Charging card users less can therefore only be a political
decision. Note very carefully that I said it was a political decision,
I have not said that there was anything wrong with making a political
decision which is a separate discussion.
