Who will accept ID cards?

How did he know before?
Give each bus a list of the {people||ID numbers (their name is none of
his damn business any more than it is now)}} it is not to charge for
tickets.

GIve each ID card a list of the services it's owner is entitled to
receive, with the conditions applicable.
