Who will accept ID cards?

Would it be an acceptable defence to say 'But we needed proof of
address; the ID card only offers proof of identity'?
I ask because most of the time when you need to present a pile of
utility bills, the 'identity' you're proving includes an address,
usually because it's impossible to serve a writ on a name without an
address. And the ID card lacks an address.
Your law will annoy people who currently ask for a recent utility bill,
since the ID card might be too stale, but I guess that's (part of) the
price we pay for having ID cards.
