I agree, but that would require all such users to be in a contract that
provided the phone (rather than adding an existing phone to a contract)
or for such a contract not to state that updates were to the firmware
and/or as needed to provide the service - either of which would not be true.

Given this is isn't a uk case though, you would need to see the T&C for
a uk provider first, I guess.
