Or, alternatively, they make a rational decision that their chances of  
being impeded in the pursuit of their dastardly plans (TM) is not  
reduced by the privacy or otherwise of their electronic communication.

Or, alternatively, the _do_ take these precautions and it's only the  
ones who don't that get caught...
