For cable modems (DOCSIS), the setting is held inside the CPE, which
fetches a configuration file using TFTP. The hardware device is
generally owned by the cable company, so it would be "hacking" (and
unlawful) to change it...

... and yes, there is an ongoing war being fought by the cable companies
over whether or not changes (so called "uncapping") can be made. For a
brief account of this (up to 2005 anyway, by which time the bad guys
were cloning the entire device) see my thesis (op cit) #3.2.3 :)
