The whole thing seems slightly more convoluted that that.  The BBC  
says that it's the result of an FoI request by the BBC, but presumably  
those don't happen without having some idea of what you're looking  
for.  CEOP's commentary is in response to the BBC's questions.  It  
might be a convoluted way for CEOP to get out their concerns without  
looking like they're whining directly, but it seems needlessly  
complex.  It might be a way for someone who thinks they're revealing  
an injustice to whistle blow (``you might like to look at the  
foundations of _that_ bridge, officer'') without being directly  
involved. It might be many things.

I think CEOP's comments are fairly forceful, but they may well have  
been mis-quoted.  That said, unless there's a lot of history behind  
this which means that negotiations have already broken down, accusing  
ISPs of making money out of child abuse is a rather committing move.
