No. The proper behaviour is to leave Reply-To alone if the sender has 
set one.

E.g. imagine if someone asks a question, the replies to which could 
be somewhat sensitive (they're doing a survey, soliciting input, 
writing a report, asking about opsec, etc..), and so they finish 
with: "Reply to me in private please", and set Reply-To to themselves 
to help avoid accidents...
