If you tweak traceroutes and BGP paths (you can always make the path
longer; I'm not saying this has happened yet), it will appear as if
you aren't hosting or generating the content. In these cases, you
need to look at the actual traffic and wiring to find out what's
really going on. I don't think it makes sense to refrain from doing
this just because ISPs allegedly have immunity.
