But Google have, TTBOMK, at least one production, 
public-service-hosting data-centre in the EU. So, within the bounds 
of IP geo-location technology, I wonder if most EU gmail users would 
have their data located in the EU?

Though, if so, it's perhaps not the UK implementation of the 
directive which might apply but the Irish one.
