For any CSP, whatever their circumstances:
One of two things; they'll either get the data or they won't.
If they don't get the data, short term they'll go back to HQ and ask the
person there, who has been on a training course on what can be expected
from which CSP (and has ongoing on-the-job experience), and who drew up
the notice [for it is the same person], in the politest possible way to
get his act together.
That in turn might result in machinery behind the scenes being invoked
to make enquires of the police liaison officer at the CSP, to make sure
there wasn't a specific issue with that one enquiry, or some longer term
change in policy.
