No it hasn't. A Home Office minister (Toney McNulty) was quite recently 
induced to write a formal reply to an MP admitting that "there is no 
legal restriction on photography in public places". He did not make any 
Terrorism Act caveats about photographing police officers either, 
although he did append the traditional one about Protecting the Children 
:)
