It takes quite a while to get onto the radar sufficiently to be sent 
consultation papers proactively (that applies to any consultation from 
any department - I bet you didn't get sent the DTI's one on P2P either). 
Keeping up to date is pretty much a full-time job.

Using such economies of scale is one of the few ways most of industry 
will be able to cope - just as I expect you don't attend ICANN/IEFT and 
other such meetings either, but eventually decisions made there do 
impact your organisation.
