I doubt if anyone will be surprised by collusion between a criminal 
organisation, the Home Office, and another group of criminals, Phorm. 
Such cosy relationships have been all too common in the civil service, 
for example EON have a cosy relationship the police and also told 
officials by e-mail what to put in regulations on Kingsnorth. The 
former EDO/MBM have a similarly cosy relationship with the police.

A bit in the article says, "Some e-mails were sent from the Office of 
Security and Counter Terrorism at the Home Office." This may mean a 
number of things, but it is worth recalling that so-called "anti-
terrorism" laws were used against Icelandic banks and so-called "anti-
terrorism" police officers were used to oppress an MP for the political 
purposes of the Labour Party, which included searching for e-mails to 
or from the Director of Liberty.
