It said that in 2000 the claim of the ability to do this was rubbished
by the LEAs as such a thing was not possible. 10 years or so on,
technology has developed to the point where it can be done, so they
naturally want to do it on the basis that peering up all our backsides
just might prevent global warming, or something like that....
