Could take a while, then. The new process requires a sponsoring
university to first buy a (non-refundable) individual permit from the
UKBA and give it to the student who then presents it as part of their
application, which is then considered...

The Independent is also hinting that the fact that they have been named
as allegedly involved in a serious plot may make it impossible (or at
least a many-years process) to return them to their state of origin,
because of concerns that such allegations may result in
non-ECHR-compliant treatment when they get there.
