The evidence that I'm suggesting might be needed is "whatever would
qualify them for a student visa under the new rules". In the small print
I'm pretty sure any visa to any country can be withdrawn on the whim of
the country involved (that's why "residency" aka "permanent leave to
remain" is a much cherished and more powerful thing to have).
This isn't a comment on the individuals; but no doubt if this is what's
happening then a visa lawyer can assist them to re-apply and make sure
any refusal has a proper basis.
