DWP uses the NI number as an index to their own records. Why a bank 
thinks that such an internal index is proof of identity, I will leave as 
an exercise for the reader. Obviously, the number often appears on a 
letter (or other document) that contains someone's name and address, but 
can the bank really authenticate the NI number (and therefore weakly 
validate the entire document) by asking the DWP?
