Presumably senior Police officers have to handle "real SECRET"
documents from time to time and I imagine that these are marked
SECRET. It would therefore be rather silly to mark non "real SECRET"
documents SECRET.
Why does the argument that "they wouldn't do that because it would be
stupid" fail to convince even me?
