And what would the semantics be?  What's a recordable offence, what's  
the threshold for non-conviction data, what's the period of time for  
offences to become spent, what's the local legislation on disclosure  
of spent offences, what's the local threshold of adulthood, do all pre- 
threshold offences get wiped and if so when, what do we do with people  
who have committed an `offence' in country Y which is not an offence  
in country Z in which they are applying for a job, how to we protect  
against people who are serial-whatevers in country Y where it is not  
an offence but are applying for jobs in country Z where it is, etc,  
etc, etc...
