Just print one out.  I've done that, successfully.  I suspect the  
vague hope is that if the Victor wants to check Peggy's bona fides,  
they can phone the electricity board and hope they'll act as Trent, or  
at least the risk that they might would dissuade Peggy from forging  
her identity.  This hope is vain.
