ID card rollout begins

Surely they qualify as "photo ID" !

But this does smack a little of the recent "simplification" of rail 
fares that has resulted in a more complex structure.

(One of the reasons for having this new ID card is that it replaces a 
wide range of 'paper' and other documents presented by foreign workers, 
that are quite hard to verify partly because of their diversity).
