I think it's more likely that they'll simply eventually replace the
current crib-sheet which lists an amazing number of different formats
that the current permission can take, with a single one.
But beware, even the USA "Green Card" - which this seems to be a direct
copy of (you need a green card as a resident partner, irrespective of
your intention to work) - now has a whole page of different styles and
variants for the hapless employer to compare with.
