Or maybe a new Act, something to do with Comms Data?? (I don't know, I'm
genuinely guessing).

That's the effect originally required, but legislation has to be written
with slightly more concrete concepts in mind. So what you aren't allowed
to do is give away more than [paraphrasing still] the identity of the
server.
