And that there's more than one way to obtain "traffic data".
I had assumed the orig plan (to quote your mail from July...) whereby
"all of the communications data is swept into central warehouses" would
involve ISPs somehow uploading copies of e.g their email logs. In the
same way, the world of warcraft operators could presumably upload virtual
world coordinates quite easily, if required to do so, as this info is
easily to hand at the higher levels.
But now it sounds like a plan for black boxes which obtain the same info
as in email logs (or virtual world coordinates) but this time by sniffing.
