Yes, a friend helpfully supplies his address for that purpose. In NY, 
the rule has generally been that you have to supply a valid optician's 
certificate that your eyesight meets the requirements (with correction, 
if necessary). I don't imagine that changes at 64, though there is a 
facility for relatives to report if they think someone is no longer 
competent to drive, and then the State will call you in for some kind of 
testing.

A major reason why I never updated mine! I still have one of the old 
paper licenses. Fortunately, I haven't moved since it was issued.
