That's a bunch of hogwash, one simple way of confirming it is that only 
a tiny fraction of phone calls and emails (even international ones) 
would have been transmitted by satellite links in 1999. The "every 
single email anywhere on the planet" is a bit of a give-away too. Black 
boxes in every ISP in the world??
