My DPA guidance is rusty but there are almost certainly clauses which  
prohibit personal information from leaving the country without the say- 
so of the commissioner. Which is funny, because i can't really see  
them saying, "sure, china and russia are good places to store massive  
amounts of information about british citizens... go right ahead!"
