Phorm has many alternatives to using cookies. It could operate as a
brokerage for plumbers in large urban areas. It could sell fish door
to door. It could write C++ compilers. The argument ``we must use
cookies or we must collect PII'' begs the question of why they are
doing what they are doing in the first place.
If Privacy International are now providing cover for former adware
companies, whose mode of operation is secret from the public but
Privacy International can still certify it OK under NDA, then good
luck in your new commercial venture.
