Wasn't there some suggestion a few years ago that EU copyright  
proposals would have caused problems for caches?  Which implied that  
the cache was seen as distinct from the mere process of (permitted)  
fetching and reading?  And haven't various complaints been made about  
Google's caching of content on similar grounds?
