They are classified under three categories - internal, external, and 
foreign.

Internal means both the sender and intended recipient are in the UK,
External means one of those is abroad,
Foreign means both are abroad,
(roughly speaking).


RIPA applies to all of these - but under RIPA they are treated differently.

Foreign comms don't need any warrant to be intercepted.

External comms do need a warrant, but it can be a catch-all warrant.

Internal comms need a warrant specific to an address, or a person.



That's how it is, under RIPA.

Afaik Scottish comms are considered to be the same as English comms for 
classification purposes. I'd like to know if this is correct though.
