There is, I learn, a trade body for behavioural advertising companies.
These companies have principles (you can't be a member otherwise) and
are consulting about changing these principles (get your comments in by
June 12th):

It's a bit US-centric (lots of mention of the FCC on their site).
An interesting aspect is that members need to provide opt-outs in the
one place so there's a handy page where you can opt out of all 16 of
them (this laptop appears to have active cookies from 13 at present, so
either I get around or they do):
