Oddly enough, I gave a presentation to a police/industry forum soon
after RIPA was enacted (but before it came into force) pointing out that
Local Authorities (and thus Trading Standards) weren't included on the
face of the Act [1], and therefore "The death of 29(3) was wildly
exaggerated".
[1] Nor presumably were they expected to be added any time soon, or I
would not have made the remarks.
