The child abuse example I am most familiar with is the one in Orkney, 
where the police and social workers abused children by stealing them 
from their families and then caused some of the children to be abused 
further in at least one council run home.

In that case there was no stalking of the children. Their abusers 
simply rushed in as part of their vendetta against those who had stood 
up for a particular family (in which it is possible/likely that there 
was some child abuse, but not as much as the police/social workers 
alleged). Plenty of arrogance on the part of the police and social 
workers, but not the sort the Home Office have encouraged recently.
