Bracelets should appeal to people without wallets as well -- in traffic
accidents things can go everywhere, and so it is not uncommon for
patients to appear in A&E with the identity documents of another
passenger...

It's one of the reasons why carrying an ID card is not so valuable as
politicians think -- when under pressure in interviews they start to
guess at why it might be useful and start inventing scenarios involving
being hit by a bus (the doctor will treat the broken leg, not work up a
full medical history), or being found unconscious in a Barcelona gutter
(you won't in reality (as opposed to politician fantasies) be alone, so
the Spanish doctor will interview your mates who took you into hospital
as to whether you are prone to collapsing without warning... (or are
just very very drunk)).
