It appears not to be a matter of *not* following something up, rather
it appears to be a matter of *how* they followed something up.
If there had been "specific instructions from the twenty-year-old
patient not to contact her at home", then the word which describes the
actions of the medical mob is arrogant. They might plead incompetence,
but this tends to be a cover when the real probelm is arrogance.
