Very succinct. And apt when the MoD is around! Are we sure that things
were better in the past? Or was it that, because decisions filtered down
through layers of public servants, they mellowed before they reached the
public and businesses? 40 years ago MAFF (or was it still Ministry of
Food?) allowed my father a great deal of discretion as he dealt with
wholesale food market traders over newly introduced grading and
labelling regulations, and more senior officers were very reluctant to
prosecute even the really serious offenders. Matters were handled
locally then, because there was no other way to do it.
