That is the point. While one may argue about whether the "rule" 
concerned is right or wrong the fact is that it exists.

We are told that we should be reassured about RIP because there are 
lots of rules. Some of us find this mildly amusing, but also deeply 
disturbing.

No doubt if a Hutton can be bothered to investigate  they will say what 
a wonderful job these chaps are doing, as they always do.
