No hiding place for fly tippers

And I very much doubt that the RIPA-based mechanism for catching fly 
tippers involves doing fishing expeditions on mobile location data.

And according to the Environmental Agency, "93% of fly-tipping [is] 
taking place in predominantly urban areas."

The investigative measures they go on to discuss involve "stopping 
vehicles to ensure they are registered carriers".

The offences (2.6 million incidents in 2006-7) are about 50% household 
waste and 30% builders waste.
