They might make or receive a call about some other matter whilst they
were at the site... or even just leave the phone turned on (so it would
be chatting away with the tower to let it know where it was)
Whether it would be proportionate to access this data on the assumption
that the fly tipper owned a mobile and that no-one else was likely to
have visited the location at the relevant times (or indeed whether the
budget ran to the cost for obtaining some of this data) would be a
matter for the person signing the form....
