And, to show how the world can be a complex place, although Texas
_does_ have an offence of statutory rape, the example you quote would
_not_ be statutory rape, although it would be if the boyfriend were
eighteen (girl fourteen or over, boy not more than three years older,
parties don't have a relationship which would make marriage illegal,
boy not a registered sex offender). The same's true-ish in quite a
lot of european jurisdictions: the age of consent is flexible based on
the age of the parties involved.
