Is there any evidence of how many people `stumble over' PoCA- 
infringing images today, using http to link to websites that appear in  
the DNS?  It would be interesting to get a sense for how hard people  
who make `successful' referrals to the IWF were looking for what they  
found, and what proportion of what is submitted as distasteful is  
actually found to be illegal.
