I don't disagree with the general point, and I don't know anything
about this specific case, but I would note that DVD ratings apply to
the entire DVD rather than just the "feature" - including all extras,
and even the packaging. So often deleted scenes (which may sometimes
have been deleted specifically to get a lower rating), a documentary
about the making of the film, or even a commentary track, may have
material that pushes the DVD to a higher rating than the original
cinema release.
