cleanfeed and wikipedia

Well, I can view the Wikipedia page from a number of places, but NOT my 
home residential connection, which is Virgin (...) cable.  The remote side 
FINs the connection having returned zero bytes of data.

For accessing legit Wikipedia content, tcptraceroute to en.wikipedia.org 
(resolving to 91.198.174.2) shows about 5 extra hops inside Virgin's 
network, which are not present for other web sites...

Presumably one answer might be for the ISP proxy server to spoof my IP to 
Wikipedia, in addition to spoofing Wikipedia's IP to me.
