Modifying C&P readers to log transaction information is not news, 
because it was happening a year or so ago (and in a filling station near 
me), but breaking the PINpad encryption might be. However, they may have 
just tapped into the keypad contacts (supposed to be a sealed unit, but 
you could replace it with a modified one if you worked hard enough at it).

Birmingham police had a dedicated bank card fraud unit at least ten 
years ago.
